Parliament would agree to Charles&amp;#8217;s request for more taxes only if he agreed to respect it&amp;#8217;s wishes. Charles&amp;#8217;s usually refused to accept parliament&amp;#8217;s conditions. Sometimes he areed to them, fully intended to back out of the deal. In 1628, Charles recalled parliament, hoping that this time it would be more agreeable.
